President and Chief Executive Officer
Robert Holleyman is president and chief executive officer of the Business Software Alliance (BSA). Holleyman has headed the alliance since 1990, expanding BSA operations to more than 80 countries, and 13 foreign offices in addition to its headquarters in Washington, DC. He has been active in leading industry efforts in emerging markets. Holleyman is widely known for his work on policy-related issues affecting the technology industry including intellectual property laws, cyber security, international trade, and electronic commerce.
Holleyman established BSA’s CEO Forum series which brings high tech CEOs to Washington to discuss policy issues with senior political leaders. He has also overseen development of BSA’s Global Tech Summit, Chief Technology Officers’ Forum, and General Counsel Forum series, which highlight key industry issues and trends around the globe.
Holleyman has been named one of the 50 most influential people in the intellectual property world by the international magazine, Managing Intellectual Property. He was also named by The Washington Post as one of the “key players in the US Government's cybersecurity efforts” for his work on behalf of industry on national cyber security policy. And, Holleyman was designated by a leading computer trade magazine as one of its “Twenty to Watch” in the computer software industry. He has also been named by Tech Counsel magazine as one of the most influential high tech advocates.
Before joining BSA, Holleyman spent eight years serving as counsel in the US Senate and was an attorney with a leading law firm in Houston, Texas. His early legal experience included service as a judicial clerk in the US District Court in New Orleans, Louisiana. Holleyman earned his Bachelor of Arts degree in political science at Trinity University in San Antonio, Texas, and his Juris Doctor at Louisiana State University Law Center in Baton Rouge, Louisiana. He completed the executive management program at the Stanford Graduate School of Business.
Vice President, BSA Asia
Jeffrey Hardee is Vice President, BSA Asia and is based in Singapore. He is responsible for administration of the region and policy matters. Before joining BSA, Hardee worked for eight years with the Motion Picture Association (MPA) as Vice President Asia-Pacific. In this capacity, he worked on market access issues and legislation to protect copyrights and promote e-commerce. Prior to MPA, Hardee was with the US Department of Commerce (USDOC). He began there in 1983 as a Presidential Management Intern and went on to lead the Malaysia/Singapore/Brunei desk and the Taiwan desk. His last assignment with USDOC was with the Foreign Commercial Service at the US Embassy in Jakarta, Indonesia, where he served from 1988-1992.
Hardee earned his bachelor's degree in economics and political science from Duke University and his master of public affairs degree from the University of Texas in Austin.
General Counsel and Vice President of Anti-Piracy
Jodie L. Kelley is the General Counsel and Vice President of Anti-Piracy at the Business Software Alliance. In this role, Kelley leads BSA’s domestic and international anti-piracy programs, its efforts against Internet crime, and its educational programs to promote software license compliance and respect for intellectual property. Kelley serves as BSA’s general counsel for all corporate matters and manages BSAs’ anti-piracy programs and counsel in Europe, the Middle East, Africa, and the Americas. Representing the largest copyright-based industry, BSA operates in more than 80 countries worldwide.
Prior to joining BSA, Kelley served for six years as Vice President and Deputy General Counsel of Fannie Mae, a government-sponsored enterprise chartered by Congress to provide liquidity, stability and affordability to the US housing and mortgage markets. There, she was responsible for managing the company’s litigation portfolio and its responses to various governmental inquiries. She also was responsible for advising the company on issues including antitrust and anti-fraud. Previously, she was a partner at Jenner & Block in Washington, where she specialized in civil and regulatory litigation and handled cases before trial and appellate courts and regulatory agencies throughout the country.
Kelley is a native of New Orleans, an avid runner, and a member of the Board of Directors of the DC Central Kitchen. She earned her JD from Harvard Law School and BSS from The Pennsylvania State University.
Vice President of Government Relations
Katherine McGuire is responsible for BSA’s US and global public policy programs and oversees a team of government relations professionals in Washington and Brussels. McGuire directs BSA’s policy campaigns on issues of importance to the high tech industry including intellectual property protection, patent reform, cyber security, and trade.
Prior to joining BSA, McGuire served seventeen years in the US Senate. During her Senate tenure, McGuire worked on numerous tech policy issues and a variety of other legislative proposals. For the last ten years, McGuire worked for Senator Mike Enzi (R-WY) in various leadership positions, including serving as his Legislative Director, as Staff Director of the Senate Banking Subcommittee on International Trade and Finance, and as Staff Director of the Banking Subcommittee on Securities and Investment. In her most recent position, she served as the Republican Staff Director for the US Senate Committee on Health, Education, Labor and Pensions (HELP), where she led countless legislative initiatives for Senator Enzi. In the 109th Congress, she served as Majority Staff Director for the HELP Committee.
McGuire’s career in Washington began in 1990, when she spent five years as a legislative assistant and floor assistant to former Senator Alan Simpson. From 1995 to 1997, she worked on the staff of the Senate Agriculture Committee for Chairman Richard Lugar. McGuire holds a BS and MS from the University of Wyoming.
Vice President of Communications
Matt Reid is responsible for all facets of BSA’s worldwide communications efforts, including public affairs, media relations, and digital and internal communications. In this role, Reid is charged with communicating on industry and policy issues that impact BSA member companies and the commercial software industry.
Prior to joining BSA, Reid served for six years as Executive Vice President of Waggener Edstrom Worldwide, where he founded and led the agency’s Public Affairs and Social Innovation practices. Reid established and oversaw Waggener Edstrom’s offices in both Brussels and Washington, DC, while overseeing accounts in a variety of other US and European offices. He also previously led the agency’s Corporate practice. During his career there he specialized in public policy issues, reputation management, and corporate citizenship, among other areas.
Reid previously served as Vice President in the Corporate Communications Practice at Fleishman-Hillard and as Senior Vice President and Director of Public Affairs for the global communications agency GCI Group. Prior to that, he worked at two of California’s leading political consulting firms, Clinton Reilly Campaigns and Terris & Jaye.
During his 23-year career in communications, Reid has represented numerous high-profile clients, including the Bill & Melinda Gates Foundation, Microsoft Corporation, MasterCard, Chevron, Starbucks, Lance Armstrong, General Motors, and others.
Reid holds a Bachelor of Arts in English Literature from the University of Nevada, Reno.
Vice President, Global Operations
Scott Van Hove is Vice President of Global Operations for the Business Software Alliance (BSA). He supervises administrative functions for BSA including finance, human resources and metrics. He is also responsible for Europe operations and assists with Asia programs.
From 1987 through 1998, Van Hove worked for Manor Care, Inc., a publicly traded Fortune 500 company previously based in the Washington, DC, area. His most recent position was as Executive Vice President of Operations. Prior to that, he worked for a law firm as well as Arthur Andersen & Co., both in Washington.
Van Hove graduated magna cum laude from Augustana College and he received his law degree from the University of South Dakota Law School, where he graduated with honors. He is a member of the District of Columbia Bar and the DC Institute of CPAs.
